Ignalina Nuclear Power Plant - first time an International decommissioning project finished in accordance with initial planned contract schedule and budget

Vilnius - The consortium of the Energiewerke Nord GmbH (EWN), Sintagma UAB and Ernst & Young Baltic UAB successfully completed in September 2008 the Ignalina Nuclear Power Plant (INPP) decommissioning management system and database (DMSD) project. The joint team with subcontractors IBM and CORE2 provided all services according to the project schedule of 14 months. Beside the delivery of a comprehensive set of different IT equipment, an enlarged training of nominated INPP staff was performed. The project was financed by the International Ignalina Decommissioning Support Fund managed by the Central Project Management Agency with the overall value of 3.5 million EUR.

Now Ignalina Nuclear Power Plant has a powerful tool for an effective management of decommissioning and dismantling processes. It is hoped that further necessary measures regarding the practical implementation of the DMSD will be taken by INPP top management.

The DMSD covers management of overall decommissioning process including processes like inventarisation the plant, dismantling and decontamination planning, waste management, human resources planning, calculation of decommissioning costs, administration of contracts and documentation, reports and public relations.

EWN as Consortium leader contributed unique knowledge of practical decommissioning planning, calculation and control and know-how on decommissioning IT solutions currently used to support the decommissioning management tasks at EWN and other power plants.

Sintagma brought its deep know-how of documents and web content management, systems integration and implementation of complex IT solutions based on IBM hardware and Oracle software and experience of work with INPP gathered in previous project “Document Archive Management System” implemented in year 2004-2005. “Sintagma is proud to work and maintain a long-term partnership with Ignalina NPP and to prove its expertise in implementing large and sophisticated national projects”, says Albertas Šermokas, Sintagma’s General Manager.

Ernst & Young Baltic executed local project management and took care of project logistics and administration matters as well contributed its knowledge and experience in DMSD business processes.

According to Aleksandr Posiakin, the DMSD responsible project manager of Ignalina NPP the system will become the basic for the Integrated Ignalina NPP Decommissioning Process Management System. Nevertheless it is designed to operate for more than 30 years.
